According to the requirements of the "Hygiene Specifications for Cosmetics" issued by the Ministry of Health in 2007, dioxane (1, 4-dioxane) is a banned substance in cosmetics. Dioxane, also known as 1,4-dioxane, is a colorless liquid. Slightly scented. The density is 1.0329 and the refractive index is 1.4175. The melting point is 11°C. The boiling point is 101.1°C. It can exist in many mediums in nature, from shower gels, detergents, moisturizers, to various daily foods including marine fish, grilled chicken, meat products, tomatoes, tomato sauce, pepper, coffee and so on. The human body can be exposed to dioxane through the skin, respiratory tract and digestive tract. Exposure to dioxane through occupational exposure, breathing air, drinking water, or eating foods that may contain dioxane, and the use of washing products, cosmetics, topical drugs, agricultural and livestock products that may contain dioxane. At present, the dioxanes contained in cosmetics are all by-products of the main mild surfactants in shower gels and shampoos.
The State Food and Drug Administration pointed out that in February 2007, the Ministry of Health made a special explanation on the concept of banned substances in the current cosmetics regulations. The banned substances stipulated in China’s "Hygiene Standards for Cosmetics" and "Hygienic Standards for Cosmetics" mean that they cannot be used as cosmetics. Production raw materials are substances added to cosmetics. If it is technically impossible to prevent prohibited substances from being brought into cosmetics as impurities, the cosmetics must meet the requirements for cosmetics in the Cosmetic Hygiene Standards and Cosmetic Hygiene Standards, and be in normal, reasonable, and reasonable conditions. Under foreseeable use conditions, it shall not cause harm to human health.
