The spokesperson of the Ministry of Environmental Protection, Tao Detian, informed the media today that the Ministry of Environmental Protection, together with the National Development and Reform Commission, the Bureau of Statistics, and the Ministry of Supervision, recently jointly completed the main pollutants of the provinces, autonomous regions, municipalities and the five major power group companies in 2010 and the "Eleventh Five-Year Plan" period. Assessment of total emission reduction. The results showed that the national total reduction of major pollutants during the 11th Five-Year Plan period was fully completed, but some enterprises were also found to have serious problems and decided to implement listing supervision and penalties.
Tao Detian said that in 2010, all regions and departments earnestly implemented the decisions and deployments of the Party Central Committee and the State Council’s energy conservation and emission reduction work, and comprehensively used legal, economic, technical, and administrative measures to continuously increase their efforts, and significant progress was made in pollution reduction. . In 2010, the total national chemical oxygen demand emissions were 12.381 million tons, down 3.09% from 2009; the total sulfur dioxide emissions were 21.851 million tons, down 1.32% from 2009. Compared with 2005, the total COD and SO2 emissions decreased by 12.45% and 14.29%, respectively, and both exceeded the 10% emission reduction task. 31 provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps, as well as the State Grid Corporation of China, and the five major power group companies of Huaneng, Datang, Huadian, Guodian, and China Power Investment Corporation, have completed the total emissions of major pollutants during the "Eleventh Five-Year Plan" period. The total amount control tasks assigned by the "Quantity Control Plan" (see the attached Tables 1 and 2 for details of the assessment results).
From the perspective of major emission reduction measures, in 2010, the country’s newly-added coal-fired desulfurizer assembly capacity was 107 million kilowatts, and the newly added urban sewage treatment capacity was 19 million cubic meters per day. By the end of the "Eleventh Five-Year Plan" period, a total of 532 million kilowatts of desulfurization facilities for coal-fired power plants have been built and operated across the country. The proportion of installed capacity of thermal power desulfurizers has increased from 12% in 2005 to 82.6%. The power industry’s thermal power generation units accounted for more than 300,000 kilowatts of thermal power installed capacity. The proportion increased from 47% in 2005 to more than 70%; the cumulative daily urban sewage treatment capacity exceeded 60 million cubic meters, the daily urban sewage treatment capacity reached 125 million cubic meters, and the urban sewage treatment rate increased from 52% in 2005 to More than 75%; the cumulative shutdown of small thermal power units with 76.825 million kilowatts, and the completion of the shutdown of 50 million kilowatts one and a half years ahead of schedule; steel, cement, coking and papermaking, alcohol, monosodium glutamate, citric acid and other high-energy-consuming and high-emission industries to eliminate outdated production capacity All overfulfilled the task.
Tao Detian pointed out that after verification, some companies still have outstanding problems in pollution reduction. According to relevant regulations, it was decided: Tianjin Chuangye Environmental Protection Group Co., Ltd. Xianyang Road Sewage Treatment Plant, which does not operate sewage treatment facilities for no reason, long-term low-load operation, and discharges exceeding standards, and the Third Sewage Purification Plant ( Yinjiabao Sewage Treatment Plant), Mulitu Sewage Treatment Plant in Tongliao City, Inner Mongolia Autonomous Region, Jiangdu Yanjiang Huitong Water Treatment Development Co., Ltd., Yangzhou City, Jiangsu Province, Zhoukou City Pengyao Water Affairs Co., Ltd. (Shanan Sewage Treatment Plant), Seven units including Fangchenggang City Sewage Treatment Plant in Guangxi Zhuang Autonomous Region and Midong District Sewage Treatment Plant in Urumqi City, Xinjiang Uygur Autonomous Region have been listed for supervision and ordered to make rectification within a time limit. If the rectification is not in place or the rectification task is not completed within the time limit, the new chemical demand in the city will be suspended. Environmental review and approval of oxygen emission construction projects; Inner Mongolia Huomei Hongjun Aluminum Captive Power Plant, Jiangsu Lianyungang Xinhai Power Generation Co., Ltd., Henan Minquan Power Generation Co., Ltd. Tao Detian emphasized that the Ministry of Environmental Protection will urge and follow up listed companies to rectify and reform seriously. If the rectification is not in place or due to poor work, the supervisory organ will hold the relevant personnel accountable.
