        All provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, Xinjiang Production and Construction Corps, Development and Reform Commission of Heilongjiang Agricultural Reclamation Bureau, relevant departments of the State Council, offices (offices) of relevant institutions directly under the State Council, relevant industry associations, and relevant enterprises:

        In accordance with the "Decision of the State Council on Accelerating the Cultivation and Development of Strategic Emerging Industries" (Guo Fa [2010] No. 32) and the "Notice of the State Council on Issuing a Comprehensive Work Plan for Energy Conservation and Emission Reduction in the Twelfth Five-Year Plan" (Guo Fa [2011] No. 26) requires that in order to meet the current needs of energy conservation and emission reduction work and improve the environmental protection industry policy, our committee intends to revise the "Currently the National Environmental Protection Industry Equipment (Products) Catalog (2010 Edition)" (hereinafter referred to as the "Encouragement Catalog") Make revisions.         1. Recommended range

        The revision work is based on the previous implementation of the "Encouragement Catalog", combined with the current characteristics of the development of my country's environmental protection industry and the environmental protection market, to readjust and compile the national development encouraged catalog. The recommended range is as follows:

        (1) Water pollution control equipment;

        (2) Air pollution control equipment;

        (3) Solid waste treatment equipment;

        (4) Noise and vibration control equipment;

        (5) Environmental monitoring instruments;

        (6) Clean production equipment;

        (7) Environmental protection materials and pharmaceuticals.

        The recommending unit may continue to declare the products that need to be retained in the Encouragement Catalogue and explain the reasons for retention.

        2. Recommendation principle

        (1) Equipment and products that belong to the development focus of the "Twelfth Five-Year" Energy Conservation and Environmental Protection Industry Development Plan;

        (2) Equipment and products that meet the key needs of my country's environmental protection market at present and in the future, and have relatively broad development prospects;

        (3) Products that have a high technical content, fill up the domestic technological gap, can promote the structural optimization and upgrade of the environmental protection industry, and improve the economic efficiency of the enterprise;

        (4) Give priority to encouraging the development of equipment that combines pollution control and resource recycling, waste gas treatment and energy-saving equipment, environmental protection equipment that can adapt to stricter emission standards, technical equipment to reduce and control greenhouse gas emissions, and urbanization processes. Urgently needed key environmental protection equipment and products;

        (5) The supply capacity is relatively lagging, and the improvement of its supply capacity is conducive to meeting the current key demand for energy conservation and emission reduction equipment and products;

        (6) Products that meet the requirements of environmental protection governance, have obvious effects, and have reliable operation practices.

        3. Recommended content

        (1) Names and specifications of environmental protection equipment (products);

        (2) Main technical indicators and parameters;

        (3) Current product development, production and use status;

        (4) Current reasons for encouraging development;

        (5) Application fields of equipment (products).

        4. Application method

        (1) Please recommend environmental protection equipment and products in accordance with the above-mentioned principles and requirements in accordance with the actual situation of the local and the unit, as the candidate equipment (products) of the new revised version of the "Current National Catalog of Environmental Protection Industry Equipment (Products) Encouraged by the Development".

        (2) All products recommended for entry into the newly revised "Catalogue of Environmental Protection Industry Equipment (Products) Currently Encouraged by the State" should report the following information:

        1. The current state encourages the development of environmental protection industry equipment (products) recommendation form (see Annex 1 for details)

        2. Product identification information (including product quality inspection report)

        3. Product Standard

        4. Proof of product user use

        5. Proof of intellectual property rights

        6. Product manual

        7. Copy of business license

        8. Other relevant certificates, technical information, etc.

        (3) For recommended products, you must fill in the current state-encouraged environmental protection equipment (product) recommendation form online (log in http://www.crtec.org.cn, and enter the "current state-encouraged development of environmental protection industrial equipment (product) declaration" System" fill in).

        (4) Before January 15, 2013, after the recommending unit fills in the recommendation opinion on the recommendation form and seals it, it shall submit it to our Commission (Environmental Resources Department) and China Association for Comprehensive Utilization of Resources in duplicate together with other written materials. Subsequently, we will organize relevant departments and experts to conduct research and demonstration on the recommended equipment (products).
